Agreed terms of reference:
- to provide a forum through which the
needs of the local economy and the local communities can be articulated
- to provide a channel for the needs of
learners to be communicated
- to develop a three year strategy and
development plan which aligns the provision of education and training with the
current and future needs of learners in the North Norfolk area
- to develop a way to review the
effectiveness of provision on an annual basis
- to provide a forum that enables
partners to agree who should provide which courses when and where
- to develop local prospectus available
to residents in the North Norfolk area
- to determine clear pathways of
progression through the ages of 14-19 and in to employment based learning
- to identify and implement solutions
to any significant barriers to participation in learning
- to adopt a uniform set of performance
measures and targets, including established benchmarks
- to develop ways in which the adult
community can return to learning
- to relate these considerations to
area needs through the local area partnership
Aims and Objectives

Create a district-wide strategic
group concerned with the planning and delivery of learning which will link in
to other relevant groups, such as the North Norfolk Business Forum and health.
This will produce a strategy around learning by looking at the needs of the
District and prioritising actions for the short, medium and long term.

Create a two way communications
channel between businesses, other training users and learning providers, thus
identifying skills needs and clarifying training provision and capability.

Widen participation in training in
North Norfolk
Through
encouraging partnership, the project will seek to maximise the current available
provision at both a strategic and operational level:

Strategic – identify the skills
needs of the business community by converging with the Business Forum to
dictate the skills agenda for North Norfolk. This will inform education
providers active in North Norfolk so that the training provided aims to meet
the needs of business.

Operational – promote an effective
next steps and other advice and guidance service so that individuals are able
to find out what training is available to suit them.

Skills Strategy for North Norfolk
Establishment of a North Norfolk Skills Partnership (NNSP). This aims to ensure
that the learning and skills development needed by North Norfolk employers,
individuals and communities is clearly articulated and these needs are met.
• To raise the ambitions and aspirations of people in North Norfolk and promote
learning and skills to create a thriving district.
• To articulate present and future needs for learning and skills of individuals
and employers.
• To link to the North Norfolk Business Forum (NNBF) in order to balance
learning and training provision with the needs of employers
To address the supply requirements to enable the learning and skills needs of a
flexible economy, now and in the future, to be met.
• To deliver a coordinated public sector approach to employer engagement with
learning and skill providers.
• To be a single point of contact for NNCP and be a strategic steer on learning
and skills related issues
